Panning shot

This was taken during a hail storm in Melbourne. It was flooding too as it rained for quite a while causing me to be stuck in the tram at a stop.

A panning shot is where you try to keep the subject of focus in the same position for the duration of the shot. It should be done with a slower shutter speed for better effect.
